出願システムを開発したのは、学校広報事業を展開するアクセスリード（東京都渋谷区）。外国人留学生は、高等教育機関が必要とする志願者の情報が日本人と異なり、既存のシステムでは対応が難しいなどの課題があった。新たなシステムは、こうした課題に対応し書類作成や受験料決済をウエブ上で行える。
