22日に日本議連が総会 日本語学校は何を訴えるのか
日本語教育推進議員連盟（河村建夫会長）の第14回総会が4月22日に開かれる。今回は日本語教師の国家資格創設が主たるテーマになるが、コロナ禍で留学生受け入れに悪戦苦闘する日本語学校の団体が意見を述べる機会も設けられた。日本語学校側からはどんな要望や意見が出るのだろうか。
総会で報告される国家資格の公認日本語教師に関しては、すでに文化庁が「日本語教師の資格に関する調査研究協力者会議」で、2024年に試験の実施目標にするなどのタイムスケジュール案を提示し、議論を進めている。総会では文化庁が日本語教育推進法の立法当事者である日本語議連にその経過を説明する。議連内には様々な意見があるいわれ、文化庁の方針に注文が付けられる可能性もある。
これまでの調査研究協力者会議では、公認日本語教師の資格の創設にあたり、日本語教育機関を「留学」「就労」「生活」の３つに類型化する考えが提示された。日本語教育機関の制度整備については、日本語教育推進法が附則の中で検討するよう求めている。附則に盛り込まれた「日本語教育機関」は、日本語学校を想定する見方が多かったが、3分類されたことで公認日本語教師の対象が「生活」に関する日本語教育を行う「日本語教室」の教師などにも広げられることになった。
「にほんごぷらっと」は日本語議連の発足に合わせてその活動を記録し、広く知らせることを目的にして開設したサイトだが、推進法の成立後は日本語教育の主管官庁・部署を法的に定めるよう主張してきた。
各省庁が担当する仕事は、それぞれの組織令によって細かく定められ、文科省組織令には文化庁国語課の所掌事務として「外国人に対する日本語教育に関すること（外交政策に係るも並びに初等中等局及び高等教育局に所掌するものを除く）」と書かれている。高等教育局学生・留学生課の所掌事務には「外国人留学生の受け入れの連絡及び教育」とあり、日本語教育には言及していない。
現状では文科省で日本語教育に対応する部署は文化庁国語課だけで、しかも「生活者のための日本語教育」以外は担務としていない。従って、国語課は日本語学校に対して指示や指導をする立場にないわけだ。
1988年11月に中国・上海の日本総領事館を多くの若者が取り囲む騒動があった。留学ビザの発給を打ち切ったことに対する抗議のデモだった。中曽根政権の「留学生10万人計画」を受けて十分な教育施設や教師を整備していない日本語学校が林立したため、政府が中国からの留学生の入国を差し止めたのがきっかけだった。
上海事件と呼ばれるこの騒動は日中間の外交問題になり、日本政府は日本語教育振興協会（日振協）を設立して留学生の受け入れの審査・認定を行うなどして対応した。2008年には福田政権は「留学生30万人計画」を打ち出したが、民主党政権は2010年に日振協の設立の根拠法令がないことを理由に「事業仕分け」で日振協の審査事業をストップさせた。その後も2019年に日本語教育推進法が成立するまで、日本語教育は法的な環境整備がなされていない状態が続いた。
日本語教育推進法に基づき日本語教育推進の基本方針が閣議決定され、施策推進が法的にオーソライズされた。だが、推進法で国内の日本語教育の責任官庁とされた文科省が日本語学校をどのように処遇するのか、その方向性はまだ見えてこない。
議員連盟の総会という公式な場で日本語教育の6団体が意見を述べることになっており、日本語学校側からどのような意見が出されるか、注目される。
