文化庁は７月29日、第９回日本語教師の資格に関する調査研究協力者会議（西原鈴子座長、以下・協力者会議）を開催し、最終の報告書について了承を取り付けた。パブリックコメントの募集などを経てさらに微修正される可能性もあるが、最終報告がまとまったことで法案作成に向けての作業は一歩前進したことになる。関係法案は来年の通常国会に提出される見通しで、文化庁は2024年以降に国家資格取得のための試験を全面施行させたいとしている。以下はこの日提示された最終報告のURL（赤字は前回の意見を踏まえて修正された部分）。

協力者会議は2020年7月に設置された。日本語教育推進法の制定を受けて日本語教師のレベルの向上を目指し、国家資格の在り方について意見を聴取してきた。計9回のこれまでの会議では、文化審議会国語分科会がまとめた「日本語教師の資格の在り方について」の報告書をたたき台にして国家資格の公認日本語教師の受験資格などを議論した。また、国家資格創設の環境整備として日本語教育機関の類型化についても検討した。
協力者会議の事務局を担当した文化庁国語課は、文化審議会国語分科会の報告書づくりに携わった経緯がある。その知見を踏まえ5月の第６回協力者会議で報告案の骨子が示され、その後の3回にわたって様々な角度から有識者の意見を聞き、内容に修正を加えてきた。
日本語教師の国家資格（公認日本語教師）は名称独占の資格だ。医師や看護師、弁護士などは高い専門性を持つ業務独占の国家資格で、資格を取得しないと仕事ができないが、名称独占の資格は、必ずしも資格を取得しなくても仕事に就くことはできる。ただ、資格を名刺に肩書として活用するなどして権威付けすることは可能だ。日本語学校で公認日本語教師でない先生が教壇に立っても何ら問題はない。
名称独占の国家資格は、社会福祉士や介護福祉士、保健師など福祉系のほか、印刷技能士、金属製作技能士など技能系が多い。その数は170を超え、資格を取得するための試験に受験資格がないケースも少なくない。
日本語教師の資格については、文化審議会国語分科会がまとめた報告書では、資格の取得について「判定試験の合格」「教育実習の履修・修了」「学士以上の学位」――の3条件を挙げた。これに対し協力者会議では試験は文部科学省か同省が指定する実施機関が担当し、試験は筆記試験①（基礎的な知識を測定）と筆記試験②（基礎的な問題解決能力を測定）を実施。試験は年1回以上、全国各地で行われる。受験の要件は特に設けないため、「学士以上の学位」は条件とされない。教育実習については、現職の日本語学校の教師などについては、筆記試験①と教育実習は免除するとした。
こうした「ハードル」を下げることに対しては、協力者会議の委員の間から強い異論もあったが、日本語学校の業界団体や地域の日本語教師などの現場からの強い要望を受けて、事務局案を反映させた格好だ。
日本語教育機関の類型化については、日本語教育機関における日本語教師の職務の範囲があいまいだ――などと法制局から指摘を受けて報告書に盛り込んだという。とはいえ「留学」「就労」「生活」の3つに類型化したものの、それぞれのボーダーラインを明確に引くことまで議論は深化しなかった。「留学」については、一定程度の詰めはあったものの、「就労」「生活」の議論は生煮えだったと言わざるを得ない。
文化庁は、第9回の協力者会議でとりまとめた報告書を委員のからの意見を踏まえて一部修正。その後にパブリックコメントを通じて一般からの意見を受けて最終報告を確定する。それをもとに法案を作成するが、問題はそれをどのような方策でどう具体化するのかだ。残された課題は少なくない。
まずは試験の実施機関をどのように立ち上げるか。第3者機関に文科省が委託する方策が現実的だが、作問や採点、合否判定には日本語教育の知見を含め専門家の能力が必要だ。どのような組織を構築するのか。その計画の策定にもそれなりの時間がかかりそうだ。
類型化の問題でいえば、関係府省との連携や調整も不可欠の作業となる。今回の報告書では日本語教育機関の範囲を「専ら日本語教育機関とする。なお、大学の別科やその他の日本語教育を行う機関については、個別に必要性に応じて段階的に検討する」との考えを示した。
要するに文科省が所管する「学校教育」は別扱いということだ。「就労」の日本語教育は厚労省との関係が出てくるし、「生活」に関係する日本語教育は総務省・地方自治体と関係を抜きには語れない。
菅内閣はデジタル庁の創設などを通じて省庁の壁に風穴を開けたいというが、日本語教育の問題では、文科省本省と外局である文化庁の間でそのように調整するのか。今回の報告書は日本語教育の推進に向けて第一歩を踏み出す姿を示すとともに、いくつかの課題も映し出している。
