日本語教育推進法を受け　第一回「日本語教育推進関係者会議」を開催

日本語教育推進法27条に基づき、政府は文化庁次長と外務省大臣官房国際文化交流審議官を共同議長とし、内閣府、文部科学、総務、厚生労働、経済産業の各省の局長クラスで構成する「日本語教育推進会議」（推進会議）を設置したが、推進会議が専門家の意見を聞くための「日本語教育推進関係者会議」の初会合が11月22日に文化庁で開かれた。

先に開かれた推進会議では、政府の日本語教育推進の基本方針を、来年６月をめどにとりまとめる方向が了承された。関係者会議は「日本語教育に関し専門的な知識を有する者、日本語教育に従事する者及び日本語教育を受ける立場にある」19人の委員で構成され、その意見は推進会議に報告される。この日の第１回会合では座長に西原鈴子氏（日本語教育研究所理事長）、座長代理には伊東祐郎氏（全国日本語教師養成協議会会長）が選任された。

会議では事務局側から日本語教育の現状について日本国内は文化庁国語課長、海外については外務省文化交流・海外広報課長より説明の後、委員が日本語教育の現状を報告。神吉宇一氏（日本語教育学会副会長、武蔵野大学准教授）が国内外の取り組みについて、小林整次氏（愛知県教育委員会学習教育部長）より愛知県の学校教育現場での日本語教育指導、さらに渡邊貴和氏（横浜市国際局国際制作部長）代理は横浜市第三セクターによる「日本語学習コーディネート業務」による日本語学習支援について報告した。

日本語教育推進関係者会議は、来年１月下旬に第２回、２月中旬～３月上旬に第３回を行う予定だが、３月には日本語教育推進の「基本方針」素案を取りまとめ、４月に「基本方針」素案に関するパブリックコメント実施、６月には第２回目の「日本語教育推進会議」を開催した後、日本語教育推進法第１０条に規定された「基本方針」（日本語教育の推進に関する施策を総合的かつ効果的に推進するための基本方針）が閣議決定される。この基本方針に基づき政府は日本語教育を推進するための施策を推進することになる。
