緊急事態宣言は解除されても「当分の間」は外国人の新規入国は規制
政府は首都圏の緊急事態宣言を21日に解除する方針を発表した。しかし、外国人の新規入国の規制は「当分の間」継続する意向だ。留学生の受け入れも一定程度規制が続くとみられ、日本語学校などにとっては、なお厳しい状況が続きそうだ。
新型コロナウイルスの感染拡大の防止策では、すでにワクチン接種が医療従事者向けに始まり、4月からは高齢者に対しても接種が行われる。とはいえ感染者数は下げ止まりの状況が続いており、18日に記者会見した菅義偉首相は「航空便の搭乗者数を抑制し、入国者の総数を管理する」と述べ、なお水際作戦を徹底する考えを強調した。
時事通信の報道によれば、具体的には「高い公共性」や「緊急性」がある場合は例外として、日本人帰国者や在留資格保持者を合わせて1日2000人程度を上限に入国を認めるという。すでに「留学」のビザを取得している外国人学生も少なくないはずだが、どの程度の数の「留学生」が入国できるのかどうかは不透明だ。
また、政府の言う「当分の間」の時期的な見通しも、政府自身がまだはっきり見通せない状況ではないか。東京五輪パラリンピックの聖火リレーが25日からスタートするが、今後の入国規制の緩和については、感染状況やオリンピック・パラリンピックの対応に大きく左右されることになりそうだ。
先に日本語教育関係6団体が新型コロナウイルス感染症の学校経営への影響に関するアンケートを行い、その結果をまとめた。246校から回答を得た。それによると、在留資格認定証明書交付件数に対する入国者数の割合は、2020年4月期生は55％、７月期生は43％、10月期生は51％、2021年1月期生は62％だった。総じて半数前後の留学生しか受け入れができていない。アンケートには「経営状況が苦しくなる一方だ」など窮状を訴える声が数多く寄せられている。
