衆院文部科学委員会が日本語教育推進法案を可決、本会議へ

衆院文部科学委員会は5月22日、超党派の日本語教育推進議員連盟がまとめた日本語教育推進法案を可決した。法案は本会議での採決後に参院に送られる。同法案については衆参両院の各会派に反対論はなく、今国会で成立する。

議員連盟から提出される法律案は、一般に議連の総会で様々な議論を得たうえで事前に各会派に内容が説明され了承を得る。このため、委員会では時間をかけて質疑が行われることはほとんどない。

この日の文部科学委員会では、日本語議連会長代行の中川正春氏が基本理念など法案の趣旨説明を行った。これに対して畑野君枝委員（共産）から外国人児童生徒への日本語教育支援や企業の日本語教育支援の在り方などに関して質問があった。中川氏のほか、議連事務局長の馳浩氏と同幹事長の笠浩史氏が答弁に立った。続いて採決が行われ、全会一致で法案を可決。十数分で委員会として同法案を本会議に提出することが決まった。早ければ28日の本会議で可決、衆院を通過する。さらに参院の文教科学委員会、本会議でも可決され、成立する。

日本語教育推進法案は目的、定義、基本理念、国の責務等のほか、基本的施策、日本語教育推進会議の設置など計28条と附則で構成。附則では日本語学校の制度整備に関する検討事項が盛り込まれている。日本語議連は2016年11月に発足。2018年12月の第11回総会で法案の条文を了承し、その後に条文の若干の修正を行った。

同法案が成立すると、政府は日本語教育に責任を持つ部署を定めるのをはじめ、日本語教育の基本方針を閣議決定して施策を進めることになる。また、関係省庁の担当者による日本語教育推進会議や関係機関の代表などで構成する日本語教育推進関係者会議を設け、施策を着実に実施する体制をつくる。

一方、政府は2018年12月25日にまとめた「外国人材の受け入れ・共生のための総合的対応策」でも日本語教育の施策を列挙している。日本語教育推進法案が成立すると、総合的対応策の日本語教育に関する施策の推進に弾みがつくものとみられる。

公益社団法人日本語教育学会の2026年度春季大会は、2026年5月23日（土）、24日（日）、オンラインにて開催します。 2026年度春季大会発表応募は、【2025年12月25日（木）日本時間23:59】までに、マイページからの「新規発表申込」をお願いいたします。マイページでの発表応募システムのご利用にあたっては、事前に、当該年度の年度会費の納入を完了していただけますようお願いいたします。 新入会の方は、事前に、マイページでの新規登録と入会金・年度会費の納入をお願いいたします。入会完了までに約2週間を要しますので、余裕をもって入会手続きをお進めください。 ※2026年度春季大会は全面オンライン開催となります。予め発表方法についてご了承のうえ、発表申込をお願いいたします。 １）パネルセッション、口頭発表については、事前の動画提出は不要となりました。当日リアルタイムでオンライン発表、質疑応答をしていただきます。 ２）ポスター発表についても、事前のポスター公開はなくなりました。当日、指定のドライブでポスターのファイルを掲示した上で 、リアルタイムで質疑応答をしていただきます。 ※今回は発表募集テーマ「変化の時代をとらえる日本語教育の知：「共に生きる社会」とことばをつなぐために」での発表も募集しております（テーマ関連以外の発表も通常どおり受け付けます）。 上記の詳細や発表要領等については、各種書類をご確認のうえご応募をお願いいたします。
