内定ブリッジが都道府県に日本語教育の助成制度を調査 9都県で実施
外国人を雇用する企業に円滑な社内コミュニケーションの研修やコンサル業務を行う内定ブリッジ株式会社（東京都千代田区）はこのほど、47都道府県に対し、企業の外国人スタッフの日本語教育への助成制度の有無などを調査した。その結果、東京都、秋田、富山両県など計９都県で助成金制度を設けていることがわかった。
日本語教育推進法では、国とともに地方自治体に対しても日本語教育の推進を「責務」と規定している。政府は同法に基づく日本語教育の基本方針を6月に策定したばかりで、今後、9都県以外にも助成制度が広がることが期待される。
調査は7月15日から8月4日にかけて各都道府県に電話でヒアリングを行った。その結果によると、助成制度設けていたのは、東京など3都県のほか、岐阜、鳥取、山口、茨城、福井、鹿児島の６県。担当部署は、１県を除き企業支援など行う労働政策課だった。外国人の生活相談や日本語教育を行う国際課が助成制度を設けたケースはなかった。
助成率は２分の１が最も多く、上限額は１社あたり15万円から100万円と幅があった。助成対象の外国人については、留学生や技能実習生、高度人材（在留資格・人文知識国際業務）など様々だった。
助成事業の中で日本語教師の専門性について尋ねたところ、申請段階で専門性の証明などを求めているケースと、「教育を担うのは誰でもいい」とする自治体があった。形式上は、企業や技能実習の管理団体の日本語教育を後押しする制度として活用されてるようだ。
また、日本語教育の担い手不足から東京都、茨城、福井両県ではオンラインによる日本語教育を民間事業者に委託していた。この方式だと、日本語教育のサービスを幅広く行うことができるというメリットがありそうだ。
内定ブリッジは、外国人雇用の実情や課題に応じた支援ができる立場にある自治体の日本語教育支援に対して今後、期待がより高まるものと見ている。
