政府は日本語学習を支援せよ――日経、朝日が社説で主張
大手の新聞が相次いで「日本語学習」に関する社説を掲載した。昨年12月10日付の日本経済新聞と1月20日付の朝日新聞だ。見出しは、日経が「外国人の日本語学習下支えを」、朝日は「外国人住民 日本語学習の支援を」。大手紙の社説といえば、政治、経済や外交・安全保障が中心で、大所高所からそれぞれの新聞社の主張を述べるケースが多い。地味なテーマを社説にするということは、それだけ「日本語学習」が重要な時代になったということだ。日本語教育推進議員連盟の議論にも追い風になるだろう。私たち「にほんごぷらっと」の主張にも重なる。両紙の社説に意を強くした日本語教育関係者は多いはずだ。
日経の社説は、まず「日本に住む外国人が社会に溶け込み、活躍するうえで重要な鍵となるのが日本語能力の向上だ」と指摘、そのうえで「外国人の数が増えるなかでこうした状況を見過ごせば、社会の不安定化にもつながりかねない。外国人の日本語学習を支える体制を整えていく必要がある」と主張する。日本語学習を自治体やボランティアに頼り、教育現場での外国人生徒への支援が不十分なのは、総合的な外国人受け入れの政策がないからだという。そして、「言葉の問題を軽視したまま場当たり的に外国人を受け入れれば、社会の分断を招く心配もある。中長期的な社会の活力や安定という視点から日本語学習支援を考えるべきである」と結んでいる。
朝日も「日本語教育を支援する制度が必要だ」と、日経とほぼ同じ主張を展開する。その中で昨年11月に三重県津市で開かれた「外国人集住都市会議２０１７」を取り上げ、外国人住民の日本語学習の機会を国が保障するよう求める津宣言などを紹介。そして「国は現実を正面から受け止め、財政、人事両面で支援策を具体化すべきだ」と主張する。また、超党派の日本語教育推進議員連盟が発足し、基本法の制定を目指して活動していることにも触れ、「実態に即した議論が国会で広がることを期待する」と述べている。
いずれの社説も、めりはりのある文章で明確な主張を展開している。様々な指摘や提案があったが、要は国がきちんと責任をもって日本語教育に取り組め、ということだ。急激な人口減少を補うように外国人が増え、グローバル化の急テンポで進んでいる。彼らとのコミュニケーション手段である日本語の教育の充実は喫緊の政策課題だ。
公益財団法人・国際日本語普及協会（ＡＪＡＬＴ）の創立40周年の記念祝賀会が先日、東京都内で開かれた。ＡＪＡＬＴは日本語教育の草分けとして教師の育成、教材開発などをリードしてきた団体だ。日本語教育の関係者約300人を前に、来賓の一人が挨拶の中で日経の社説を読み上げた。ＡＪＡＬＴが頑張ってきた日本語教育の重要性を大手新聞が認めたことを、感慨を持って語っていた。それを聞いた参加者も、その想いを共有したに違いない。
日経、朝日だけでなく、毎日、読売、産経、東京、さらには地方紙にも「日本語教育」を社説で取り上げてもらいたい。考えてみれば、新聞社にとって日本語は「メシのタネ」である。外国人が日本語を読めるようになれば読者が増えるはずだ。すでに新聞の配達では留学生ら外国人にお世話になっている。他人事ではないはずだ。
日本語学習の支援は「外国人住民」以外にも必要だ
ただ、日本語教育、日本語学習の支援は、「外国人住民」以外にも必要だ。「高度人材」のタマゴである外国人留学生の日本語教育にも目を向けなければならない。留学生の日本語の質を高めるには彼らが日本語を学ぶ日本語学校への支援もしなければならない。日本国籍を持ちながら日本語がわからない子供も増えているという。国際結婚で生まれた子供たちだ。また、不足している日本語教師をもっと増やさなければ、日本語教育の充実は絵に描いた餅になってしまう。
国際交流基金によると、海外の大学の日本語学科などで日本語を学ぶ外国人は約365万人（2015年度）にのぼるという。これは日本語の教育機関の教師や学習者の数だ。しかし、電通と国際交流基金が台湾、韓国、香港の三つの国と地域でサンプル調査をしたところ、日本語を勉強している人は独学者を含め合計で800万人になるという結果が出た。中国だけでも日本語学習者が500万人以上になるという。アニメや漫画を通じて日本語に触れる若者は漢字圏の国だけでなく、欧米や東南アジアでも増えている。だとすると、海外には1000万人を大きく超える日本語学習者がいることが考えられる。
中国は「孔子学院」、韓国は「世宗学堂」という、自国語を世界に普及させるための教育機関を各国に作っている。言語を外交戦略のツールに使っているように見える。日本では外交に使うどころか、日本語教育を普及させるための法律すらまだできていない。言語はソフトパワーだ。素晴らしい日本文化を海外に発信するためにも日本語の普及に力を入れるべきだろう。
そうした中で、超党派の国会議員が2016年11月に日本語教育推議員連盟を旗揚げし、日本語教育推進基本法の制定を目指し議論を進めている。22日に通常国会が開会したが、今国会中の基本法成立を目指すという。世論形成に大きな影響力を持つ新聞がそれを後押しすれば、法整備は大きく前進するはずだ。朝日の社説は国会での議論に期待感を示していたが、メディアの見識にも期待したい。
