文化庁が公認日本語教師の資格創設に後ろ向きの見解 日本語議連から批判の声
日本語教育推進議員連盟（河村建夫会長）の第13回総会が10月21日に開かれた。この中で日本語教育推進法に基づいて創設が検討されていた公認日本語教師の資格について文化庁が「教師という要件だけに着目する理由が乏しい」との見解を示した。これに対し議員連盟側からは「これまでの取り組みを後退させるもの」と批判の声が上がった。
日本語教育推進法21条では「国は、日本語教育に従事する能力及び資質の向上並びに処遇の改善が図られるよう（中略）国内における日本語教師（日本語教育に関する専門的な知識及び技能を必要とする業務に従事する者を言う）の資格に関する整備、（中略）その他必要な施策を講ずるものする」としている。
この法律の趣旨に則って文化審議会国語分科会の日本語教育小委員会が公認日本語教師の創設に向けて2年間にわたって議論を重ねパブリックコメントを得て昨年3月に報告書をまとめている。報告書では資格要件として①日本語教育能力を判定する試験の合格②教育実習の履修修了③学士以上の学位――を示すなど資格創設への道筋を描いた。日本語教育の質の向上を目指した措置であることは言うまでもない。
今年6月に閣議決定した「日本語教育の推進に関する基本方針」では「日本語教師の質を担保するため日本語教師の資質・能力を証明する新たな資格等について検討し、その検討を踏まえた制度設計を行う」としている。公認日本語教師の資格制度に関する法案を来年の通常国会に提案するため準備が進められていたという。
ところがこの日の総会で文化庁は法律に基づく国家資格とすることの必要性に疑問を呈し、「国家資格の創設という手段を取る必要性を法制的に説明することが難しい」との見解を表明した。また、「日本語教師の要件を強化するのであれば、既存の法務省告示日本語教育機関の教員要件を引き上げることで措置できる」「日本語教育推進法の附則2条の日本語教育機関の範囲と併せて検討した方が、日本語教師の業の範囲を明確にしやすい」などと、「できない理由」を述べた。
日本語議連からは、文化庁の見解がこれまでの議論を経緯からすると大きく後退しているとの見方が示され、「（議連の取り組みに）冷や水を浴びせるもの」との批判の声も飛び出した。日本語議連として文化庁の見解を了承したとはいえず、今後の議論の成り行きが注目される。

【解説】 文化庁の説明に「はい、そうですか」と言えない。
「にほんごぷらっと」は、２０１６年に日本語教育推進議員が発足して以来、議員連盟の活動や日本語教育をめぐり様々な取り組みを報じてきた。政治の側が初めて日本語教育に取り組みを始め、政府も連動したこの動きを多くに人に知らせるべきだと考えたからだ。政府内には日本語教育全般に責任を持つ部署がなく、法整備をするには政治の側による議員立法しか方法がなかった。
日本語教育と一口に言っても、その幅は広く、奥行きも深い。グローバル化の進展で学校現場に外国人児童・生徒が急増し、日本語教育を学校で進める必要性が生れてきた。文部科学省も前向き取り組んできた。
しかし、留学生が学ぶ日本語学校は法務省の告示によって開設されるなど法務省傘下にあるような教育機関だ。しかも学校法人より株式会社立の学校が多い。法令違反など問題も多々ある。このため文科省は日本語学校を「やっかいな存在」ととらえ、関与を避ける傾向が強いように見えた。誤解を避けずに言えば、文科省は日本語学校に過度のアレルギーを持っている。
このため今回、日本語学校の扱いを文化庁に押し付けているのではないか。留学生支援は高等教育局が担当しているはずだ。留学生支援はしても日本語教育には「我関せず」を決め込むのか。今回の公認日本語教師の国家資格問題は文科省の体質を象徴しているように見える。文化庁は議連の総会での説明で「法制的に説明することが難しい」というが、そのロジックは何か。とても承服できる話ではない。
大きな時代の変化の波が日本にも押し寄せている。ポストコロナの新たな発想と問題意識が求められている。政府は日本語教育もそうした観点で取り組みを進めるべきではないのか。私たちは、3年間にわたり真摯な議論を積み重ねてきた日本語議連や日本語教育小委員会、さらには海外での日本語教育推進に対する様々な取り組みを見てきた立場から、文科省には逃げることなく正面から日本語教育に向き合うことを求めたい。（編集長・石原進）
