外国人集住都市会議 日本語教育の充実など政府側への注文相次ぐ
「外国人集住都市会議うえだ2019」（外国人集住都市会議主催）が12月26日、長野県上田市のホテルで開かれ、自治体関係者など約350人が参加した。政府が外国人労働者の受け入れ拡大に舵を切り、日本語教育推進法が成立して初めて開かれる外国人集住都市会議。同会議では「この法律（日本語教育推進法）を足場として共生社会への歩み寄りを進めるため、地方自治体が日本語教育や就労等の環境を強化できるよう、国による制度設計や支援を要請する」などとする「うえだ宣言」を採択した。
外国人集住都市会議は2001年に浜松市の呼びかけで発足し、現在は13の市と町が参加。ブラジルなどから来日した日系人らの課題解決や生活環境の向上を目指し、毎年、政府の外国人問題の担当官を招いて要望を伝え、意見交換を行っている。自治体の首長が政府関係者と公開の場で意見を交わす貴重な機会で、集住都市会議の要望によって外国人の住民登録制度が実現するなど、大きな成果を挙げている。
この日は、集住都市側から愛知県豊田市、同小牧市、三重県鈴鹿市、長野県上田市、同飯田市、静岡県浜松市の6つの市から市長らが、政府側からは出入国在留管理庁次長をはじめ、総務、文科、文化、厚生労働の各省庁の担当課長らがそれぞれ出席。2つのセッションで意見交換などが行われた。
セッションでは、外国人労働者の受け入れ拡大の政府の方針により外国人住民の増加が予想され、自治体側からは準備が十分でない中での受け入れに強い懸念が示された。また、日本語教育推進法の成立を受けて日本語教育の充実に向けた取り組みの強化に関する要望が数多くあった。
さらには「日本語教育のカリキュラムや日本語教育人材育成など外国人受け入れの『シビルミニマム』を作成してほしい」（愛知県豊田市）▽「日本語ボランティアに公的な補助を」（同小牧市）▽「定時制高校に『夜間学校』を設置できないか」（長野県上田市）▽「義務教育でないが、高校教育課程の体制整備を」（同飯田市）▽「就学前施設の保育士の加配だけでなく、通訳も補助の対象に」（三重県鈴鹿市）▽「多文化共生基本法の制定を」（静岡県浜松市長）など、政府側への注文や提案が相次いだ。
都市側と政府サイドの議論に先立ってカナダのトロント大学の中島和子名誉教授が「多言語環境で育つ子どもの家庭言語の重要性―海外の実践を踏まえて」と題して基調講演を行った。グル―バル化が進む中で海外では国際結婚などで生まれた子どもの日本語の母語継承語教育が行われており、中島名誉教授は継承語教育の中心的な教育者。日本国内の在留外国人の子供の母語教育も重要な課題になっている。
