菅新政権に望む 「共生社会」の施策進展に期待したい
菅義偉首相が9月16日に国会で選出され、菅政権が発足した。「安倍政権の継承」を公言しての船出だけに、前政権と「代わり映えしないのでは」との見方もある。しかし、菅氏は自民党の政策づくりで入管法改正に深く関与してきた。「移民政策はとらない」と主張する安倍首相のもとで、新たな在留資格「特定技能」を創設するなど外国人受け入れに積極的に取り組んだ。コロナ禍で外国人の出入国がなお規制されているが、国際交流や「共生社会」の施策が進むことを期待したい。
菅氏は、雪深い秋田のいちご農家の長男として生まれた。地元の高校を卒業後、工場で働いたあと、法政大学に進学した。大学時代は学費、生活費を稼ぐためアルバイトに明け暮れたという。苦学の経験のある数少ない政治家だ。
個人的には、ある会合で菅氏と名刺交換し、多少ことばを交わしたことはある。だが、その人物像については、メディアの報道を通じてしか情報が入ってこない。地方議員からの「たたきあげ」は、実務に強い政治家が多い。官房長官時代は、横浜市の自宅にはほとんど帰らず、都内の宿舎で毎朝5時に起きて2時間をかけて新聞に目を通したという話を聞いた。パフォーマンス型の政治家ではないようだ。
ある入管ＯＢの話では、２００９年の入管改正の際、自民党のプロジェクトチームの中心人物が菅氏だった。この入管法改正では、法務省が行ってきた外国人登録制度を廃止し、新たに外国人を市町村で住民登録させる大きな改革が行われた。外国人の住民登録は３年後の２０１２年７月にスタートした。制度上で外国人が「住民」になったことで、教育や福祉のケアを市町村が責任を持つようになった。
２０１８年の入管法改正に際してはこんなエピソードもあった。西日本新聞社の幹部から聞いた話だ。同新聞社が「新 移民時代」という長期連載の記事を本にして出版。その本を読んだ菅官房長官が関係する官僚にそれを読ませた。人手不足が深刻化する中、外国人受け入れに大きく舵を切るよう官僚に促したわけだ。
さらに菅氏は西日本新聞の取材班のキャップを呼んで、官僚向けの勉強会を開いた。にも拘わらず、入管法改正にはほとんどの官僚は難色を示した。そこで菅氏は安倍首相に入管法改正などを提案し、首相の政治判断だとして官僚サイトの反対を押し切り、入管法改正などの大きな改革を成し遂げた。菅氏を補佐したのは当時、法務省入管局長になったばかりの佐々木聖子氏だった。佐々木局長は初の女性入管局長で、まもなく出入国在留管理庁長官に昇格する。菅官房長官の抜擢人事だ。
菅官房長官が「新 移民時代」を読んだという話を聞いた時、こんなことが頭に浮かんだ。「新 移民時代」では、アジアの貧しい「出稼ぎ留学生」を半ば思いやりながら、留学生受け入れ制度の問題点を指摘した。菅官房長官は出稼ぎ留学生の姿にアルバイトに明け暮れた自らの学生時代を重ね合わせたのではないかと。
菅政権は、役所の縦割り、既得権益、前例主義を打ち破ることを目指しているという。スローガンとしては、「自助・共助・公助」を掲げる。「共助」は家族、地域が共に助け合う関係だ。外国人などの異文化にも寛容な「多文化共生社会」に結びつく。人口減少時代の地域創成にも繋がる考えだ。
菅政権の当面の最重要課題は、コロナ対策と経済の再生だ。コロナ禍によって、外国人を含め社会的な弱者がより厳しい環境に置かれていることが明らかになっている。新政権には、コロナ禍を乗り切り、弱者の視点をもって改革に取り組んでもらいたい。
