いま、なぜ「にほんごぷらっと」なのか？
超党派の「日本語教育推進議員連盟」が2016年11月に発足、日本語教育推進基本法（仮称）の制定を目指し、議論を精力的に展開しています。政府の「骨太の方針」（経済財政の改革と基本方針2017）に初めて、「日本語教育の充実」という文言も盛り込まれました。政治の世界でいま、日本語教育に関する問題意識が大きく広がっています。その背景には、人口減少・労働力不足に伴う外国人の受け入れという、日本社会がこの先、避けては通ることができない、重く大きな課題があります。
そもそも日本に在住する多くの外国人は、日本語が十分には理解できません。彼らは、いってみれば「情報弱者」です。このため、外国人が日本で働き、暮らすのには、日本語を学んでもらわなければなりません。日本語が上達すれば、私たち日本人との十分なコミュケーションがスムーズにとれるようになり、相互理解が深まります。その前線で活躍する日本語教師の不足が深刻です。日本語教師養成は喫緊の課題です。街づくりにおける道路整備のように、日本語教育は多文化共生社会の重要なインフラです。政府はそれを公的な教育として位置づけ、責任を持ってその推進の務めるべきだと考えます。
ただ、一口に日本語教育といっても、進学のためのレベルの高い日本語教育から、ボランティアが初歩的な言葉を教える日本語教室までそのレベルは様々です。ビジネス日本語や介護のための日本語の必要性も指摘されています。震災など災害時の防災・減災のため、そして行政機関が住民としての外国人と接するためのやさしい日本語も必要だといわれています。さらには、日本人が外国人観光客にも通じる「やさしい日本語」を学び、ツーリズムに活用している観光地もあります。
私たちが開設した日本語教育情報プラットフォーム、通称「にほんごぷらっと」は、そうした多種多様で多彩な日本語教育のニーズに応えるためのホームページだと考えています。日本語教育をめぐる様々な情報を多くの人たちと共有し、課題の解決のための足掛かりを発掘できないか。そんな問題意識を持っています。
「にほんごぷらっと」は、平たく言えば日本語教育に関する「情報交流の広場」です。日本語教育推進基本法が成立し、政府が主体的に日本語教育をリードする態勢が整った時、その役割はより重要になると確信しています。文化や国籍の違いを問わず、１人でも多くの方に参加していただきたいと考えています。
