「日本国籍を持ちながら日本語ができない子供が増えている」との指摘も――総選挙後初の日本語議連の総会

日本語教教育推進議員連盟（河村建夫会長）の第９回総会が29日、衆院第一議員会館で開かれた。先の衆院解散・総選挙を受けて初めて開かれた総会で、日本語議連の再出発にあたり新たな役員人事案が示されたほか、来年度予算の編成を前に文部科学省、文化庁などが日本語教育関連の予算要求の状況を報告した。また、専門家を招いてのヒアリングがあり、公益社団法人・国際日本語教育普及協会（ＡＪＡＬＴ）の関口明子会長が日本語教育システムの構築に関する提案を行った。
 
この日は河村会長、中川正春会長代行が所用で出席できず、馳浩事務局長がまず、役員人事について河村会長に一任することを提案、了承された。役員人事に大きな変更はないとみられるが、年明けの通常国会の際に開かれる次期総会で正式に決定される見通しだ。
 
来年度予算要求に関しては、文部科学省、文化庁、厚生労働省、経済産業省、外務省の5省庁から報告があった。いずれも前年度に比べて増額されており、日本語議連の議論を反映した「議連効果」が出ているとも言えそうだ。
 
ＡＪＡＬＴは今年2月に40周年を迎え、ビジネス日本語から外国人児童の教育まで多様な日本語教育を先駆的に実践してきた。関口会長はその取り組みを報告するとともに、過去の実践を踏まえて長期的な観点から①定住外国人のための日本語教育支援システムの構築②調査による日本語教育の実態把握とその検証③子供たちへのＪＳＬ（第二外国語としての日本語）教師資格制度の確立――を提案した。いずれも日本語議連として突っ込んだ議論をすべき課題だ。


 
また、議論の中で愛知県安城市など外国人が集住する地域を選挙区（愛知13区）とする大見正議員から地元の現状報告と提案があった。大見議員によると、トヨタの下請け工場など外国人を雇用する中小の製造業が多く、しかも4次～6次の下請けが派遣会社を通じて外国人を雇っている。外国人の集住地域では全校児童の6割が外国籍の小学校もあり、家庭と学校の連絡すら付かないケースもあるなど先生が多くの苦労を強いられているという。大見議員は「産業界と学校が連携できる仕組みや産官学が協同できるシステム」の必要性を訴えた。
 
大見議員の発言を契機に議論が大きく展開。オブザーバー参加の日本語教育学会の石井恵理子会長は外国人児童、生徒の日本語教育は言語発達の段階を踏まえた対応が必要だと強調し、「外国人の母親がカタコトの日本語で育てたために、母語も日本語もできない子どもが増えている」と指摘した。そのうえで「そういう子供は就職もできずに日本にいることを選択せざるをえなくなる。それは納税者になれないということ」と語り、国益が損なわれる事態になると警鐘を鳴らした。


 
これに関連して大見議員は、国際結婚などで生まれて日本国籍を持ちながら日本語ができない児童が増えているとの認識を示し、「これは国の責任としてどうするかだ」と政府として対応策を検討するよう促した。
 
関口会長は、だからこそＡＪＡＬＴがＪＳＬ，第二外国語としての日本語教育の教師の育成に取り組んでいるとし、ＪＳＬ教師に公的な資格を付与するよう求めた。
 
馳事務局長は日本語議連の在り方について、日本語教育推進基本法の制定を目指す一方で、日本語教育に関して幅広い議論や要望を受ける「プラットフォームとしての役割」を考えていると述べた。また、立法チームを再スタートさせ、法案の原案作成の調整を進めていくとし、来年1月の通常国会開会後の総会では関係団体の意見聴取を通じて課題や問題をさらに議論していく意向を示した。
